MEMORANDUM FOR THE SECRETARY OF STATE SUBJECT: Delegation of Certain Functions under Section 204(c) of the United States-India Nuclear Cooperation Approval and Nonproliferation Enhancement Act (Public Law 110-369) By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 301 of title 3, United States Code, I hereby delegate to you the functions conferred upon the President by section 204(c) of the United States-India Nuclear Cooperation Approval and Nonproliferation Enhancement Act (Public Law 110-369). President Obama Signs South Dakota Disaster Declaration

The President today declared a major disaster exists in the State of South Dakota and ordered Federal aid to supplement State and local recovery efforts in the area struck by a severe winter storm during the period of January 20-26, 2010. Federal funding is available to State and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storm in Aurora, Brule, Buffalo, Campbell, Corson, Day, Deuel, Dewey, Douglas, Edmunds, Faulk, Grant, Gregory, Hand, Harding, Hughes, Hutchinson, Hyde, Jerauld, McCook, McPherson, Meade, Perkins, Potter, Roberts, Sully, Turner, Walworth, and Ziebach Counties, as well as those portions of the Cheyenne River Indian Reservation, Sisseton-Wahpeton Indian Reservation, and Standing Rock Indian Reservation that lie within these counties. Federal funding is also available on a cost-sharing basis for hazard mitigation measures for all counties and Tribes within the State. W. Craig Fugate, Administrator, Federal Emergency Management Agency (FEMA), Department of Homeland Security, named Nancy M. Casper as the Federal Coordinating Officer for Federal recovery operations in the affected area. FEMA said additional designations may be made at a later date if requested by the State and warranted by the results of further damage assessments. President Obama on Federal Employees

Yesterday, the National Treasury Employees Union (NTEU) held its annual legislative conference in Washington, D.C.  NTEU represents some 150,000 employees in 31 federal departments and agencies.  A topic of discussion at the NTEU conference was last month’s attack on Internal Revenue Service employees in Austin, Texas.  President Obama sent the following letter to NTEU’s National President Colleen Kelley: Dear Colleen: The events of recent weeks have again reminded us of the risks that federal civilian employees face in service to their nation.  We are grateful to these employees for their dedication to enforcing laws and managing important programs that help all Americans.  The Constitution’s vision of ‘a more perfect union’ is only possible because of their tireless efforts.   My Administration is fully committed to maximizing the safety of federal employees and preventing acts of violence against them.
